Mr. Navkiran Singh

Navkiran Singh, one of the leading lawyers of the nation has practiced in Punjab & Haryana High Court, Supreme Court of India, Punjab State Human Rights Commission and the National Human Rights Commission, New Delhi. He was also appointed as special counsel for the “Peoples Commission, constituted by “Committee for Disappearances in Punjab” and has also worked in Association with Kang Abrahams Chahal, Barristers and Solicitors, Vancouver, Canada, from September 2001 till March 2002.
Mr. Singh has successfully conducted nearly 2000 cases relating to detenus detained under the provisions of National Security Act and Terrorist & Disruptive Activities Prevention Act of India. He has also conducted matters relating Bails, Habeas Corpus Petitions, including petitions on matters relating to custodial violence, illegal detentions, extra judicial Executions. His petitions have been fruitful in rewarding compensations sought by the victims of State repression.
Besides this, he is also actively associated with International Human Rights Bodies such as Amnesty International, Asia Watch, Article IX, Physicians for Human Rights and World Campaign against Death Penalty. He attended United Nations Sub Committees on Enforced and Involuntary Disappearances at Geneva, Switzerland in September 1991 and 1992 and again in New York, U.S. in June 1995 and 1996.
He has been invited to appear as an expert witness in various events and conferences such as the Indian Laws & Human Rights in an Extradition hearing of an Indian in the Supreme Court of British Columbia, Canada (1995), Human Rights situation in India and particularly in Punjab before Immigration and Refugee Board at Vancouver in Canada in the same year, Human Rights and Indian Laws before Immigration and Refugee Board of the State of Virginia, U.S.A (1998), Refugee Court of the State of Baltimore, U.S.A (2000), and in the “ Special Immigration Appeals Commission” in United Kingdom on the issue of Human Rights Violations qua Sikhs, who were claiming their separate Home Land in India (2000).
He has attended multiple conventions and conferences such as “Common Wealth Lawyers Conference” at Vancouver, Canada, (1996), International convention hosted by “India Centre for Human Rights and Law” at Panchgani (Maharashtra) India (2000), “National Conference on Security Legislation and Human Rights” organized by the Indian chapter of Amnesty International (2002), conference organized by Committee Against (POTA) Prevention of terrorism Act at Hyderabad in Andhra Pradesh (2003), conference on “Self Determination for Kashmiris” held at Kashmir (2005), conference organized by Parliamentarians For national Self Determination on “Self Determination” in the Houses Of parliament West Minister United Kingdom (2006), Global meet of “SOUTH ASIAN COUNCIL FOR MINORITIES (SACM) at Parliament Annex in New Delhi (2008), Second National Consultation of International Criminal Court Campaign-India (2008), General Assembly of “World Coalition Against Death Penalty” at Rome (2009) and represented “Lawyers For Human Rights International” as its general Secretary.
Apart from these, he has successfully organized various campaigns and workshops such as “Sikhs Against The Death Penalty” in association with “World Coalition Against death Penalty”(2005),a campaign against “abolition of Death Penalty” as well as release of Sikh Political detenus languishing in Indian jails, a seminar for “Lawyers For Human Rights International” on the topic “Challenges before the Human Rights Defenders” (2006), released report titled “Smoldering Embers” compiled by Voices For Freedom, Lawyers For Human rights International and other org, on the Disappeared people of Punjab at United Nations Church in New York (2008).
In the course of his legal profession, he has taken up a strong stance for issues such as gay rights, euthanasia, khap panchayats etc. He participated as a panelist in the panel discussion on the issue of “Gay Rights” on T.V channel PTC held (2009). India on the occasion of the path breaking decision of Delhi High Court in holding consensual Sex between two males no more an offence under the Indian Penal Code. He also organised on behalf of Lawyers For Human Rights International (2009), on the occasion of “World day against death Penalty” and started on line signature campaign and physical signature campaign for seeking clemency from President of India for Devinder Pal Singh Bhullar ( Delhi), Piara Singh & others( Punjab) and Dharam Pal ( Haryana), victims of Death Penalty.
His most recent achievements include participation as a speaker at “Parliament of World Religions” held at Melbourne, Australia (2009) and participation in 4th World Congress against Death Penalty in Geneva, Switzerland, from 24th to 26th Feb 2010 as one of the panelist in the round table conference on the subject "How lawyers can make a difference between Life and Death". The other panelists were a Lawyer's from U.S.A, Japan, Uganda and U.K. Mr. Navkiran Singh, presently practices in the Supreme Court of India and serves as the Vice President of Traffic Awareness Org., Chandigarh.
